Cisneros specialization is LAX; hes also the local chapter president of the National Air Traffic Controllers Association. With passenger traffic down 94 percent on commercial airlines, we spoke to Cisneros about how the job of an air traffic controller has changed since the COVID-19 outbreak. Air traffic control is a very small community that provides a very essential function for our government and for our economy. There are about 13,500 certified controllers in our country; Ive been one for 25 years. This is a difficult job, but its a profession I absolutely love and am very proud of. At Southern California TRACON, were in charge of all the arrival and departure traffic thats airborne, from the surface level up until anywhere between 13,000 and 17,000 feet. We provide lateral and longitudinal separation between aircraft and basically make sure they dont hit, since the most congested airspace is when pilots are approaching and departing airports. Because the weather in Southern California is incredible, theres a lot of general aviation traffic, including private single- and dual-prop aircraft. Around the week of March 23 is when we started seeing an impact to our Southwests, our American Airlines, our Delta Airlines. We implemented dynamic staffing, so we always have a healthy crew available in case one crew gets sick. We went from six-day work weeks, 48 hours a week, every single week for the last 12 years, to working a schedule where we have more time away from the facility but were readily available in case we need to go back. We must keep the national airspace system open for cargo, for passenger aircraft, for law enforcement, and other essential flights. It doesnt matter who or what theyre carryinga plane is a plane. At the same time, were trying to follow all the protocols recommended by the Centers for Disease Control and Prevention. Control towers dont have the luxury of space, but where I work, were able to space our radars further apart because of reduced traffic.
